1. Call to Order
Brian Davies called the meeting to order at 7:00 PM.
2. Secretary’s Report
- Minutes from the previous meeting were provided by Janell.
- Motion to approve: Seconded and approved.
3. Treasurer’s Report
- Joe presented the March Treasurer’s Report.
- Six liens have been placed for unpaid 2023 dues.
- Five liens remain active for dues owed from prior years.
- Motion to approve: Seconded and approved.
4. Maintenance Report
- A volunteer is still needed to lead the maintenance committee.
- Turf Integrity submitted a 2024 service estimate covering mowing, edging, landscaping, and snow removal.
- Brian motioned to hire Turf Integrity for the season; motion approved.
5. Crime & Safety
- A neighbor reported harassment related to the portable basketball hoop issue.
- Tama shared city code information: portable hoops must not face or be placed in the street. Violations can result in fines and confiscation. Hoops should be located in the driveway, not at the curb or street.
6. Architectural Approvals
- 8510 Hunters Knoll Run – Fence approved
- 8110 Deer Brook Pl – Driveway widening approved
- 726 Fox Orchard Run – Solar panels approved
7. Old Business
- A neighborhood grant application was submitted for a volleyball net, trash can lids, and a letter board for the front entrance.
- Winners will be announced next month.
8. New Business
a. Reckless Driving & Safety Concerns
- A neighbor reported a road rage incident involving a firearm.
- Residents were reminded to avoid confrontations and call 911 if threatened.
b. Dues Discussion
- Collections:
- Certified letters will be sent to homeowners with multiple years of unpaid dues, requesting payment by June 30, 2024.
- If unpaid, accounts will be referred to a collection agency.
- Motion to proceed: Seconded and approved.
- 2024 Dues Rate:
- Mailing scheduled for May 15, 2024.
- Rate options discussed:
- 5% increase: $192.00
- 8% increase: $198.00
- Initial vote to keep dues at $183.00 failed.
- Final motion passed to increase dues by 4% to $190.00.
c. Property Concerns
- XXXX Summerset Pl – Pallet of concrete blocks observed in front yard. A letter will be sent requesting submission of an architectural form.
- XXXX Hunters Knoll Run – Landscaping improvement remains stalled.
- XXX Fox Orchard – Deadline to correct siding or show contractor agreement is March 31, 2024.
d. Basketball Court Discussion
- Tama surveyed park-adjacent homeowners: all but two oppose adding a basketball court in the park.
