1. Call to Order

Brian Davies called the meeting to order at 7:00 PM.


2. Secretary’s Report

  • Presented by Janell Hendrickson.
  • Motion to approve: Seconded and approved.

3. Treasurer’s Report

  • Joe Kumfer provided reports for December and January.
  • Liens reported:
    • 2022 dues: 2 liens
    • 2021 dues: 2 liens remain
    • 2020 dues: 2 liens remain
    • 2019 dues: 2 liens remain
    • 2015 dues: 1 lien remains
  • Motion to approve: Seconded and approved.

4. Maintenance Report

Presented by Tom Pippenger and Rick Sikora:

  • Great American Clean Up scheduled for May 6; dumpsters will be requested.
  • Trail lights near Fox Orchard were replaced. One additional light is under observation due to staying on during the day.
    • HOA is responsible for trail lights; the city handles street lights.
  • TCM Enterprises has been contracted to clean and widen the creek. Work will begin once weather permits.

5. Crime & Safety

Presented by Tama Bradley:

  • A street light bulb on Summerset was replaced.
  • Reminder: residents can report street light outages by calling 311. Functional street lighting enhances neighborhood safety.

6. Architectural

Presented by Kerry Schoeph:

  • No new architectural requests submitted.

7. Old Business

  • Playground Equipment Update:
    • Equipment is expected to ship mid-March. Installation date is still pending.
  • 501(c)(3) Status:
    • Hearthstone is now officially recognized as a 501(c)(3) nonprofit organization and is exempt from Indiana sales tax.

8. New Business

a. Board Meeting Schedule Review

  • Brian proposed reviewing and possibly updating the current meeting schedule (Feb/Apr/June/July/Sept/Nov).
  • He will analyze options and send a proposal via email prior to the next meeting.

b. Neighborhood Improvement Grant

  • Grant application window closes March 17; up to $5,000 is available.
  • Hearthstone has only applied once before (last year).
  • Tama suggested applying for new trash cans and dog waste stations.
  • She will prepare and submit the application with input from officers.

c. Shed Violations

  • Multiple properties have installed sheds, which are not permitted under current covenants.
  • Kerry recommended sending 30-day removal notices.
  • If unresolved, the board will consider legal action.
  • Brian asked board members to identify addresses; he will send the letters.

9. Website Updates

  • Add board contact information and email addresses
  • Include neighborhood maps
  • Update with upcoming events:
    • Great American Clean Up: May 6
    • Garage Sales: June 1–3 and September 7–9
