1. Call to Order

Brian Davies called the meeting to order at 7:00 PM.


2. Secretary’s Report

  • Janell provided the previous meeting’s minutes.
  • Mary noted she had been incorrectly listed as present at that meeting; correction needed.
  • Motion to approve with corrections: Seconded and approved.

3. Treasurer’s Report

  • Joe presented the December report.
  • One 2019 lien was paid.
  • Six new liens filed for unpaid 2023 dues.
  • Motion to approve: Seconded and approved.

4. Maintenance Report

  • A maintenance committee lead is still needed.
  • A tree covering the bike path near the south end of Victoria Woods may require removal pending ownership review.

5. Crime & Safety

  • A damaged street sign at Victoria Woods/Fox Orchard will be replaced by the city with a standard green sign. Replacing it with matching black signage would be the HOA’s responsibility.
  • Board discussed potentially replacing other aging, rusting signs—possibly through the neighborhood grant program.
  • Fire safety reminders from the county:
    • Space heaters are a leading cause of fires and should be unplugged when unattended.
    • Proper battery disposal is available at Ace Hardware, Batteries Plus, and the Carroll Road recycling center.
    • Emergency response time averages 4.5 minutes, so clearly visible house numbers are crucial.

6. Architectural

  • An above-ground pool at XXXX Deer Brook was discussed.
  • No formal request was submitted; changes include a shared 6-foot fence.
  • The resident will be sent a notice and instructed to review guidelines and submit a proper request form.
  • Only soft-sided above-ground pools (up to 48”) are permitted per guidelines.

7. Old Business

  • XXXX Hunters Knoll Place: Landscaping progress has stalled.
    • Motion to proceed with legal action: Seconded and approved.
  • XXX Fox Orchard: Certified letter received 1/24/24.
    • Deadline set for siding repairs or signed contractor agreement by March 31, 2024.

8. New Business

a. Legal Retainer Discussion

  • Brian proposed paying a retainer fee for ongoing legal counsel.
  • While $1500 was recommended, Joe and others suggested $1000 as a more prudent option.
  • Motion to approve $1000 retainer:
    • Votes in favor: Glenn, Mary, Tama, Mark, Ronda, Jesse, Janell
    • Vote against: Tim
    • Motion passed

b. Rental Violation – XXXX Hunters Knoll Place

  • Home is currently occupied by renters; the owner was present to explain.
  • Home was purchased in 2022 and recently rented due to life changes.
  • A lease ends 5/31/24, and the property is set to be listed on May 1.
  • A neighbor who filed a noise complaint reported improvement since November.
  • The board requested:
    • A letter from the owner summarizing the situation
    • Documentation of the rental and listing agreements
  • Due to the short lease timeframe and cooperation, the renters may remain through May.

c. Neighborhood Grant Proposal

  • Ideas discussed included:
    • Replacing wooden Hearthstone signs on Fox Orchard
    • Installing a new message board
    • Adding a volleyball net and extra trash cans
  • Motion to submit grant for message board, installation, and volleyball net:
    • Seconded by Mary, approved unanimously
    • Deadline: March 8, 2024

9. Website Updates

  • Topics to be updated:
    • Future meetings
    • Monthly minutes
    • Website invoicing
    • Garage sale dates: Weekend after Memorial Day and Labor Day (Thursday–Saturday)

10. Adjournment

Motion to dismiss: Seconded and approved.
