1. Call to Order

Brian Davies called the meeting to order at 7:00 PM.


2. Secretary’s Report

  • Janell presented the minutes from the previous meeting.
  • Motion to approve: Seconded and approved.

3. Treasurer’s Report

  • No past-due liens have been paid since the last meeting.
  • Three delinquency letters were delivered; four others were returned unopened and are eligible for further legal pursuit.
  • 2024 dues letters will be mailed on May 15, with a 4% increase, raising dues to $190.00.
  • Motion to approve: Seconded and approved.

4. Maintenance Report

  • A volunteer is still needed to lead the maintenance committee.
  • Turf Integrity was contracted for the 2024 season.
  • Floodlights around the hearth and front entrance need replacement.

5. Crime & Safety

  • Multiple vehicles were vandalized last week, and one was stolen (later recovered via GPS). Video footage showed individuals checking unlocked cars. Residents are encouraged to lock vehicles and use garages when possible.
  • Citywide, there has been a 33% decrease in fire department calls over recent months.

6. Architectural Approvals

  • 8323 Hunters Knoll – Fence approved
  • 8120 Hunters Knoll – Fence approved
  • 8110 Deer Brook – Gazebo approved
  • 8110 Chapel Hill – Fence approved
  • 8523 Summerset – Fence approved
  • 631 Fox Orchard – Pool cabana approved

7. Old Business

  • Landscaping issues at XXXX Hunters Knoll remain unresolved. The board will proceed with legal action, including a specific deadline and professional contract requirement.
    • Motion to proceed: Seconded and approved.
  • XXX Fox Orchard – Rotting siding remains unaddressed, with no response since the March 31 deadline. Legal action may follow.

8. New Business

  • Neighborhood Grant Awarded:
    • Hearthstone has been awarded a city grant for improvements, including new trash can lids, a volleyball net, and a display board at the front entrance.
  • Basketball Court Discussion:
    • Following community complaints about kids playing with portable basketball hoops in the street, the board discussed potentially building a basketball/multipurpose court in the park.
    • Residents shared strong and divided opinions:
      • Supporters emphasized the benefits for older children, the lack of recreational options, and positive use of community space.
      • Opponents cited concerns about noise, crime, usage by non-residents, loss of peaceful green space, and misuse of HOA funds.
    • A neighborhood vote may be considered to resolve the issue.

9. Website Updates

  • Mary’s email address needs correction.
